When the levels of nitrogen dioxide established in the Air Quality Act are exceeded, Madrid City Council implements different traffic restrictions in the city, which are divided into 5 scenarios depending on the level of pollution.
What do these scenarios consist of? In the diagram below, we summarise the main measures adopted in each scenario:

SCENARIO 1
- A maximum speed of 70 km/h on the M-30 and on access roads to Madrid from the M-40, in both directions.
SCENARIO 2
- A maximum speed of 70 km/h on the M-30 and on access roads to Madrid from the M-40, in both directions.
- Only vehicles with ECO, Zero Emissions and other resident vehicles will be allowed to park in the S.E.R. zone.
SCENARIO 3
- A maximum speed of 70 km/h on the M-30 and on the access roads to Madrid from the M-40, in both directions.
- Vehicles without an environmental sticker will not be allowed to circulate in the whole municipality of Madrid.
- Only vehicles with ECO, Zero Emissions and other resident vehicles will be allowed to park in the S.E.R. zone.
SCENARIO 4
- A maximum speed of 70 km/h on the M-30 and on the access roads to Madrid from the M-40, in both directions.
- Only vehicles with a C, ECO and Zero-Emission badge will be allowed to circulate on the M-30 and its interior.
- Vehicles without an environmental sticker will not be allowed to circulate in the whole municipality of Madrid. Only vehicles with ECO, Zero Emissions and other resident vehicles will be allowed to park in the S.E.R. zone.
SCENARIO 5
- A maximum speed of 70 km/h on the M-30 and on the access roads to Madrid from the M-40, in both directions.
- Only vehicles with ECO and Zero-Emission labels will be allowed to circulate on the M-30 and its interior. Vehicles with B or C labels or without an environmental sticker will not be allowed to circulate in the whole municipality of Madrid.
- Only vehicles with ECO and Zero Emissions stickers and all other resident vehicles will be allowed to park in the S.E.R. zone.
